DRAFTING COMMITTEE OF THE CONSTITUTIONAL COMMISSION The Special Representative of the Secretary-General for Afghanistan welcomes the announcement yesterday 5th October 2002 by the Transitional Administration of the establishment of the Drafting Committee of the Constitutional Commission. The Committee, composed of nine members, two of whom are women, is to prepare a preliminary draft of the Constitution to be finalized by the full Constitutional Commission that will be appointed at a later stage. As decided at the Emergency Loya Jirga held last June, the former King Zahir is to oversee the work on the new Constitution. He is expected to inaugurate the Drafting Committee upon his return expected in the coming week. The final draft of the Constitution will be submitted for adoption to a Constitutional Loya Jirga to be held next year. Under the Bonn Agreement, the drafting and adoption of a new Constitution is one of the major tasks to be organized under the leadership of the Transitional Administration during its two-year tenure. After two decades of war and instability, the new Constitution is to provide a strong legal foundation for the ongoing effort to reconstruct the country, re-build institutions, prevent the recurrence of social conflict and achieve national reconciliation.
