Statement Attributable to the Spokesman of the
Special Representative of the Secretary-General for Afghanistan

UNAMA has been paying close attention to developments surrounding the recent student demonstrations and the police action that resulted in the confirmed death of two students and at least 15 wounded. UNAMA deeply regrets the loss of life and presents its sincere condolences to the families of the victims. We also express our best wishes of prompt recovery to the injured students.

In cooperation with the Afghan Human Rights Commission, UNAMA has looked into the circumstances of the killing of the two students by the police and found that the shooting of the students was in no way justified by considerations of either self-defense by the police or public safety.

Therefore UNAMA condemns this act and believes that the authorities must launch an official investigation into this case and take appropriate sanctions against those responsible.

In addition, it is clear that the demonstrations have taken place against the background of the very difficult conditions prevailing at Kabul University today. We trust that student grievances can be addressed through dialogue between the students, the Government and academic authorities.

Kabul, 14 November 2002
